Did Not Receive My Edd Account Number Continued Claim Form

Hi guys,

This is my first time posting here, so please bear with me

Some timeline things:
- Applied for UI 8/11/13
- My EDD phone interview was 9/11/13
- Got a letter dated 9/12/13 that my payment was processed to an EDD debit card
- Received the EDD debit card 9/16/13 (or 9/17/13, don't exactly remember)
- The EDD debit card had payment for 8/11/13-8/24/13 period

My questions:
(1) Should I have received a Continued Claim form with the 9/12/13 payment notification?

The website says:

"Unemployment Insurance (UI) benefits are paid after a properly completed and signed Continued Claim form is submitted to the Employment Development Department (EDD). You will receive a Continued Claim form within 10 days of EDD processing your application for UI benefits. If you are determined initially eligible after filing your application for benefits and you meet all eligibility requirements on the Continued Claim form you return to us, a payment and another Continued Claim form are issued. Claim forms are submitted every two weeks."

I have not received any Continued Claim form and my initial (first and only claim form, so far) was on paper.

I registered for Web-Cert and just saw this message:

"You have submitted all current claim forms and do not have any claims to submit at this time."

At the same time, their website also states:

"EDD Web-Cert SM is temporarily only available for those who used Web-CertSM the very last time they certified for ongoing unemployment benefits. Our EDD Tele-Cert SM system is also only available for now to those who used Tele-Cert SM the very last time they certified."

So I assume I'm still on the paper form, since I have not used Web-Cert or Tele-Cert before.

Is that correct? When should I typically receive a Continued Claim form?

It is now the early morning of Monday, September 23 -- so actually 11 days since the last payment processed (9/12/13), but I may get it in the mail today, not sure and very cautiously optimistic.

(2) What happens to the weeks in-between 8/24/13 to now (9/23/13)?

OK, this is what REALLY confuses me and I hope you guys can help shed some light!

I only received payment for one 2-week period and so have not received any other payments thus far. OK, so this makes sense, since I only filed one claim (and have not received any other Continued Claim forms).

Is this also because I had the EDD phone interview and then the EDD debit card issued to me? Does the time in-between become negated? Remember, my EDD phone interview was 9/11/13 and the EDD debit card payment 9/12/13. So it's been about 11 days since then...

Will I be able to file for those weeks in-between 8/24/13 and 9/23/13 (today)? What happens for this period? If I didn't get Continued Claim forms to file for them, do they essentially "don't exist" to the EDD? Does the EDD think I "found" work if they don't receive any Continued Claim forms from me?

I'm extremely worried on this point and am very confused on how this works...

3. What is the best way to contact EDD?

I've read a lot of email threads about the massive struggle to talk to a live person on the phone... and I've already sent in two email requests online about a Replacement form and questions about Continued Claim form.

My first email request was 9/18/13 and I just sent in another one today for good measure, since I think I have a better understanding of how EDD works (I think). I know this might come off as overkill, but I am anxious about how much time has lapsed and how I'm not able to file any Continued Claim forms.

Does anyone know how long, on average, EDD takes to respond to email requests?

Do you guys recommend going to a local EDD office? Would they be able to help me? The nearest one to me is the Menlo Park location.

You should have received continuing claim forms after you had submittd your first claim.

However, due to a "upgrade" which actually has ended up to be a totally FUBAR system, California is having serious issues in all areas of claim processing. NOTHING is being processed as previously. Last report they were behind 80,000 claims. This week it will be worse. You won't get ANY response from email.

The best way to contact CA is to call. Expect to make hundreds of attempts before you get through. Even if you get through, it's the luck of the draw on whether you will get a rep that can actually get you on track for regular payments. You may get another set or forms, return them or webcert, get a partial payment and then nothing.

There is no way to overstate how seriously messed up CA processing is at the moment.

So I thought I would reply as I found a solution to your problem.
I had the exact thing happen to me. I registered and filed august 4th then had my phone interview where the lady said I was approved and would get back pay etc on Sept 11. Then I received only 1 check for the amount of 1 week and never heard back or received any other paper forms since. I called every day and received the same message everyone's been getting. anyway on a whim, even though the website tells use webcert is only available for previous users at this moment. I registered anyway, what else could i do? Once registering (https://cccwpd.edd.ca.gov/" there was a long list of my history for the payment disbursement dates i was looking for. they all had "waiting to file" so i started the filling them out online. and bam! just like that payment started up again. Then they send you all the back log paper forms all at once for to fill out your job search info, but they don't hold back payment.

how would anyone know to do this??

so to recap go here and register, (ignore the "only available for previous users" notice)

you'll find all your statements waiting for you to enter and fill out. once you do you'll receive a confirmation on that same website telling you something like "issued" or "use paper form"
if it' says "use paper from" they will be sending the paper form like they're supposed to.

I usually Paper Cert, but today I got to Web cert due to no wages to report. I webcerted on Tuesday...it said submitted. When should I see funds? As I am new to Edd. I only have recieved $$ one time so far.

You should be paid before the weekend. However, computer software "upgrade" - which has been a giant failure - makes CA very unpredictable these days.

I live out of California now so all of my EDD claims are filed via Webcert. I submit the claims on Sunday morning and by Tuesday morning, the funds are available on my EDD card. I've had no issues whatsoever with the Webcert system. I haven't filed any claims by mail yet, but when they ask for my job search information, I'll have to mail it in. The continued claim forms arrive in the mail about a week after payment, or a week before the next claim form is due, however you want to look at it. When I first signed up for UI, I did receive mail that was out of sequence, in fact, I got the EDD card a couple of days before I got the award notification. However, you can call EDD @ 866-333-4606, their automated payment info line, to find out if payments have been issued, even if you haven't received it yet.

Okay, my benefits stopped on December 2013 and I received a claim form stating that I put in a new claim and got approved and to put in my timecard on 03/23/14, I was confused, it was dated 3/9/13, I received another form stating they needed copies of my paystubs, it was dated 3/4/14, 5 days before, then I received another letter dated 3/7/14 stating how much I will be receiving, I tried to call the office and well you know how that went. I went into the office and they could not tell me anything, the lady behind the desk did not seem to know what she was talking about and stated I will not be getting anything and she does not know why I received any of these forms, but she did not seem to know what she was talking about, how do I know if it was approved or not?

Have you received any correspondence on this being an invalid claim?

Have you worked at all during the past 12 months? CA's database shows earnings for you for some reason. CA will use the earnings in their database if you can't provide paystubs.

If you have not worked in the past 12 months, look at that 3/7 letter. What quarters of earnings is it listing? Are any of those new earnings, or are those earnings from previous employment before you lost your job?

Generally, if you have not worked in the past twelve months, CA will not have any basis for a claim.

That said, submit the claim on 3/23 as instructed.

Let us know if you get paid. Many people post here with your exact story. None have come back to let us know the outcome. It would be very helpful to hear from you.

No, I have not received any correspondence of this being an invalid claim.
I worked from Jan thru March of 2013. The quarters of earnings says Dec 2012 and March 2013 and these are earnings of my previous employment before I lost job. I will definitely let you know if I get paid or not, I usually go online and submit my timecard and it lets me know if I am able to or not, but if for some reason I cannot than I will submit it in paper form. Thank you for your response.

Well, I had a phone interview last Friday and the lady I spoke with asked about my last paychecks and when I last got paid, so I went over all of that with her and she said that my money should be posted onto my card some time that day. Well I kept checking and I called her back at 4:45 pm and she said she never said that and first of all could not even remember talking to me, I use to do customer service and would remember everyone I talked to on a daily basis and know about their whole life story and I talked to about 60-70 people a day when I was in collections, but she could not remember any of our conversation, she said she was sorry that she gave me that assumption, then said it was 5:00 and that they were turning the lights out on her and that she had to go, but that she would say a prayer for me that night. They sure like to play on peoples lives, I tell you what.
